I am directed by Mr. Secretary Amery to transmit to you for the consideration of the Army Council the accompanying copy of a telegram from the Governor of Hongkong urging that the garrison of the Colony should not be depleted as a result of the despatch of troops for the protection of Shameen.
2. Mr. Amery will be glad to receive an expression of the views of the Army Council on Sir R. Stubbs'
representations.
